This report evaluates the London Skills and Employment Observatory (LSEO). The report has been written by the Social Market Foundation, which was commissioned by the Greater London Authority (GLA) on behal of the LEP, to carry out the evaluation. The aim of this evaluation is twofold:
Investment in employment and skills provision across London is complex and largely driven by national policy rather than the needs of London or Londoners. This has led to a support system that is partially failing, driving perverse incentives in the skills system and leaving some Londoners behind.
As part of his re-election manifesto, the Mayor of London made a commitment to create 20,000 additional part-time jobs in London by 2016.
